WHEREAS, a native of Richmond and a 1935 graduate of the College of William and Mary, Anne Lambert served her alma mater in numerous and invaluable ways for the rest of her life; and
WHEREAS, for more than 60 years, Anne Lambert served as alumni adviser to Kappa Gamma sorority at William and Mary, was an officer with the sorority’s local alumni organization, and was treasurer for more than a decade; and
WHEREAS, the widow of Professor Wilfred Lambert, retired vice president for student affairs and dean of students, Anne Lambert was a charter member and past president of William and Mary’s Women’s Club and was named an alumna member of the Mortar Board in 1957; and
WHEREAS, in 1985, Anne Lambert became a member of the Olde Guarde Council and served as the organization’s secretary, and three years later, she was elected to the board of directors of the Society of the Alumni, on which she served for two terms; and
WHEREAS, Anne Lambert established the Alumni Leadership Fund, which supports many alumni activities at William and Mary; and
WHEREAS, in recognition of her many contributions to the College of William and Mary, Anne Lambert was awarded the Alumni Medallion for Service and Loyalty in 1995; and
WHEREAS, through her varied and invaluable service to the college and her complete dedication to the betterment of her alma mater, Anne Lambert touched and enriched the lives of countless students, alumni, and friends of the College of William and Mary; now, therefore, be it

Mr Nickell was a charter member of the Fairfax Rotary Club and the Fairfax Volunteer Fire Department. He operated the James E Nickell and Son Hardware Store. He moved to Fairfax County from Pickaway, W Va, in 1907 and married the former Mabel Maffett in 1917. Mr Nickell was a member of the Presbyterian Church. Besides his wife, he is survived by a son, James P Nickell, of Fairfax; a brother, H L Nickell, of Fort Myers, Fla, and three sisters, Mrs L N Cook, of New Philadelphia, Ohio; Mrs Edith Young, of Union, W Va, and Mrs D P Hutchinson, of Chantilly, Va. . . ."³

     Elizabeth Noyes appeared on the 1880 federal census of New London Co, Connecticut, in the household of Clarence H Cornell.² Elizabeth Noyes appeared on the 1900 federal census of Bibb Co, Georgia, in the household of Clarence H Cornell.¹ Her obituary stated: "On Feb 13, Elizabeth Noyes, beloved wife of Clarence H Cornell and mother of Mrs J E Dockendorff, Mrs H F Cary, and Miss Persis Cornell and Noyes B Cornell. . . ."³

     Anthony Nutter was the son of Hatevil Nutter.¹ Anthony Nutter died 19 February 1686.¹

     Hatevil Nutter was born in 1603 in Harlington, Bedfordshire, England, (source indicates death in 1675 at age of 71).^1,2,3 He married first Anne Ayres in 1629 in Dover, Strafford Co, New Hampshire.^1,2 Hatevil Nutter married Mary [-?-] in Dover, Strafford Co, New Hampshire.² Hatevil Nutter died 2 January 1674/75 in Dover, Strafford Co, New Hampshire.^1,2

     Peter Oatyar was born 1 August 1751 in New Jersey (1 Aug 1751 and New Jersey were both stated in Peter's obituary but this is unsupported by direct evidence. A biographical source states he and his wife came from Germany - so far unsupported, but this appears likely).^1,2 He married Anna Maria "Mary" Becher circa 1772.^3,4 Peter Oatyar died 1 May 1834 in Loudoun Co, Virginia, at age 82.^5,1 He was buried in Hillside - Broad Run Cemetery, near Waxpool, Loudoun Co, Virginia.^6,7
     Peter Oatyar was also known as Johannes Peter Oettgen.^8,3

The spellings Oatyer, Oatyar, Etcher (used by his children, for the most part) and Atcher have been observed, along with other inventive spellings such as Eytcher.

A possible link to Peter can be found in an account book of John Mehelm (1733-1809) and Sydney Berry (1745-1820), merchants of Hunterdon County, New Jersey. An entry for "George Eytcher" appeared as "1772, Aug 1 - ballance from Ledr A, Fol 100, 7-14-4." On August 1, 1773 interest was charged with a new total of 8-4-4. A George Atcher/Aytcher appeared in the Loudoun County personal property tax lists from 1782-1787 and lived in the same area as Peter.⁹ He witnessed the baptism of John Oatyer 23 May 1773 in the German Reformed Church of Alexandria, Alexandria Township, Hunterdon Co, New Jersey.^8,3

He first appeared in the tithables list for Cameron Parish, Loudoun County in July 1775.¹⁰ Peter's signature appeared on a large petition to end the established church in Virginia 16 Oct 1776.¹¹ He also appeared in the tithables list for Cameron Parish in 1778 and was listed adjacent to Peter Baker. Peter Baker was also listed in 1777 but Peter Oatyar did not appear that year - this is the earliest listing for Peter Baker, who may be a relation of Mary, Peter Oatyar's wife.¹²

Peter Oatyar of Loudoun purchased 247 acres of land in Shenandoah County Virginia on 31 Aug 1779 with the grant given by Thomas Lord Fairfax. Place names mentioned include Little Stoney Creek, North Mountain and Poplar Spring.¹³ Two indentures were recorded for the sale of land by Robert McClain and his wife to Peter Oatyar on 11 & 12 Aug 1780 - 100 acres changed hands for the amount of 1600 pounds.¹⁴ Peter Oatyer of Loudoun purchased 100 acres for 70 pounds from Thomas and Sarah Hawkins of Loudoun on 25 Feb 1785. This was part of a tract granted by Thomas Lord Fairfax to William Sturman (Foxwell Sturman was heir at law), transferred to Kitchen Primm, then to John Piles and then to Thomas Hawkins.¹⁵ Peter witnessed a bill of sale in Loudoun County by John Davis of Loudoun for the sale of horses, heifers, sheep, etc to John's sons on 12 May 1785.¹⁶ Peter Oayer was plaintiff and John Starks the defendant in a court case in Loudoun County heard 7 Jul 1787. Starks failed to plead and judgment was granted to Oatyer for 30 pounds plus costs. The subject of the dispute was not stated.¹⁷

John Piles of Loudoun sold 121 acres to Peter in 1796 near land Peter already owned in Loudoun. There was a dispute between Peter and John on the boundaries at a later time.^18,19 Peter bought 67 acres in Loudoun County from George Lee 4 May 1798. Witnesses were Adam Caylor, John Etcher, Wm H Harding, and Wm Veale.²⁰ In 1800 Peter was plaintiff in a court suit against Jacob and John Howser - cause unknown. The court order payment of 5 pounds with interest from 1 Jan 1800 by Jacob and John.²¹ Peter was an appraiser for the estate of William Snider 14 Apr 1800, along with Matthias Dawson.²²

Peter Oatyar wrote a letter to the Loudoun County Court on 12 Oct 1801 asking that Ann Morgan's son Albert, who was five on 16 Aug 1801, be bound to Jacob Caylor. Ann's surname was Wright when she had Albert and his father's surname was Beshirs. Albert was clearly born out of wedlock and Peter must have felt he had some obligation to help Ann, but for what reason? There were a number of Brashears/Breshears/Barshers in Loudoun at the time.²³

David and Pamela Davis sold 71 acres and 21 acres to Peter Oatyer of Loudoun - the deed was recorded in court 10 May 1802.²⁴ Peter and his wife Mary (both of Loudoun County) sold their 247-acre tract of land in Shenandoah Co Virginia to Abraham Barb (of Shenandoah County) on 3 May 1802 for 300 pounds. There were no witnesses listed and the deed was recorded 13 Sep 1802.^25,26 George Lee and Evelyn Byrd sold 153 acres to Peter Oatyar in 1802. Witnesses included Cornelius Atcher, David Poole, Mathias Shry, Thos Lud Lee and Ludwell Lee and the deed was recorded in court 13 Sep 1802.²⁷ Peter Oatyer was plaintiff and George Jones defendant Feb 1803 in Loudoun County Court. Case discontinued with defendant paying costs - subject not stated.²⁸ Peter Atcher was plaintiff and Thomas Williamson Defendant in a court case during the Jun-Aug 1803 term. The case was discontinued - subject not stated.²⁹ He was an appraiser of the estate of Mrs Mary West 14 Sep 1803, as was John Lewis.³⁰ Peter was a member of a panel in Dec 1803 to assess damages to several farmers for the Little River Turnpike [now Route 50] running through their farms. Also on the panel was Jos Blincoe.³¹

George Grimes (born 14 Jan 1790) lived in the Aldie-Middleburg area during the 1810 census and was buried at the Goose Creek Friends burying grounds in 1840. In a family history his son stated "My father, George Grimes, being pretty well grown, did not accompany the family to Ohio. After leaving his mother's home, he found a friend in the person of one Peter Atcher, a wealthy German farmer and stock raiser, who was noted particularly as a breeder of fine horses. He remained with him during his minority after which he found his way up into Loudoun County, and lived among the Friends or Quakers. This was called the Goose Creek Settlement of Friends, and the meeting house is about six miles west of Leesburg, the county seat of Loudoun County."³²

Peter Oatyar was a witness to the sale of land by Thomas Ludwell Lee and his wife, Fanny Lee, in July 1808. Thomas sold about 700 acres, known as Berry-Hill, on the bank of Potomac Run in Stafford County to James Hore of Stafford County. The Thomas Lee family (ancestor of Thomas Ludwell Lee) owned several thousand acres on both banks of Broad Run, Loudoun County, in the early and mid 1700s and this would make Thomas Ludwell Lee and Peter large landowners in the same area so they should have known each other.³³ Peter Oatyar witnessed the inventory of Christopher Houser 20 June 1807 in Loudoun Co, Virginia.³⁴ Peter Oatyer of Loudoun sold 71 acres to Colley McAttee of Loudoun in 1807. It was subject to a lease for life for Elizabeth and Catharine Schry. The deed was recorded in court 14 Dec 1807 and the witness was Saml M Edwards (who also witnessed Peter's will in 1829).³⁵ Fanny Lee, executrix of estate of Thomas Ludwell Lee, sold 416 acres to Peter Oatyer of Loudoun 9 May 1808. The land was adjacent to that of Hugh Caldwell.³⁶

Peter Oatyar appeared on the 1810 federal census of Loudoun Co, Virginia, enumerated 6 Aug 1810. Household of Peter Etcher: one male >45 and one female >45, with three people engaged in agriculture.³⁷ He purchased the Broad Run Church Tract of 362 acres, 3 rods and 11 perches for $1810 on 4 Mar 1811. The land was bounded by the church road, the church spring branch, Oatyar's existing property, and John Moffett's property.³⁸

Peter, Mary Mills and Peter Snyder were appraisers of the estate of John Mills 14 Oct 1811.³⁹ He was listed as a property owner in 1815 with two properties, one on Broad Run Church road at "Great Creek," eight miles southeast of Leesburg and the other north of Goose Creek, four miles south of Leesburg.⁴⁰ He was listed as a purchaser in the sale of goods from the estate of George Miller on 9 Mar 1815.⁴¹ He was listed as an appraiser for the estate of Adam Havener 9 Dec 1815, along with Thos Muse and Michael Howser.⁴¹

In 1820 the Directors of the Leesburg Turnpike wanted to condemn necessary land to make the turnpike pass through the property of Thomas H Muse. The sheriff formed a committee of 12 men including Peter Oatyar and William Lafeber to meet on Muse's land and decide on the extent of damage to Muse - they decided $90 was due Muse for damages, which was paid 1 Jul 1820.⁴²

Peter Oatyar appeared on the 1820 federal census of Loudoun Co, Virginia, enumerated 7 Aug 1820. Household of Peter Oatyer: one male >45 (Peter), smudged mark in column for female 26-45, one female >45, one male slave under 10, two male slaves 26-45, and one female slave 14-20 with three people engaged in agriculture.⁴³

On 24 Jan 1823 in Loudoun County, there was a sale of the property of James Frazer - among the purchasers were Wm Lefever, Peter Oatyer Jr and Sr, and Alexander Lyon.⁴⁴

Peter Oatyar left a will 23 February 1829 in Loudoun Co, Virginia, (transcription available) (witnesses were Benjamin Davis, Samuel M Edwards, E G Hamilton, and Richard H Henderson).⁴⁵

Peter Oatyar appeared on the 1830 federal census of Loudoun Co, Virginia, enumerated 1 Jun 1830. Household of Peter Oatyar: one male 70-80 and one female 80-90, residing in Cameron Parish. There were also five slaves in the household, three male and two female.⁴⁶

There were two codicils to Peter's will, the first dated 2 May 1832 declared William Lafaber, son-in-law, to be executor and the second on 5 Aug 1833 stated that Jno M Wilson was to be executor since Wm Lafaber was not able to perform as executor.⁴⁷

Peter Oatyar was mentioned in the following event: A settlement accounting of Walker's estate took place 6 Aug 1832 with Peter Oatyar as the administrator. It was recorded in court 8 Oct 1832.⁴⁸

His obituary stated: "On the 1^st inst a few miles from Leesburg, Loudoun County, Virginia, Mr Peter Oatyar, aged 82 years and 9 months. The deceased was born in New Jersey August 1, 1751, and soon after his marriage removed to this county, in a state of abject poverty – Such, however, was his industry and economy, that he accumulated a very large estate, being, at the time of his death, in possession of more than 3000 acres of land in Loudoun, with much other property, and large sums of cash on interest. The deceased was baptized, by the Rev William Gilmore, when he was about 80 years of age and lived a respectable member of the Baptist Church in Leesburg, about 3 years – He attended the last meeting but one before his death – The disease of which he died, seized upon him on Monday immediately previous to his dissolution; when, contrary to his usual practice, he refused to send for a physician, saying that his time had come – He continued to walk about his house and premises until Thursday, the 1^st inst, and was upon his feet within 10 minutes of his death – five minutes before which he set upon the side of his bed, and said – “Oh! Death! Where is thy sting! – Oh! Grave! Where is thy victory! – Death has lost its terror to me!” – He then laid down, and in three or four minutes, without a sign, groan, or struggle, fell asleep in death, as the writer of this believes, in the arms of Jesus. Mr Oatyar has been a widower for more than three years – He has left children, many grandchildren, and offspring of the fourth generation, to mourn their bereavement."¹

Peter's property - horses, cattle, sheep, hogs, farming utensils, grain in the ground, hay in stack, corn, buckwheat, household and kitchen utensils - was sold at public auction 27 May 1834 by John M Wilson, executor. Cash was required for items less than $5 and a credit of 12 months was allowed for other items. Peter's house and garden were for rent for the remainder of 1834 and people were to apply to James Caylor if interested.⁴⁹ There was a settlement and accounting of Peter's estate on 9 May 1836, carried out by executor John M Wilson. There were further settlements recorded over the period Feb 1856 - Apr 1869.^50,51

     John Oatyer was born 10 October 1772 likely in Hunterdon Co, New Jersey.^2,3,4,5 He was the son of Peter Oatyar and Anna Maria "Mary" Becher. John Oatyer was baptized 23 May 1773 in the German Reformed Church of Alexandria, Alexandria Township, Hunterdon Co, New Jersey, (witnesses were John Becher and Elis Becher, possible grandparents or relations of mother).^5,4 He died in 1800 in Loudoun Co, Virginia.^6,7 He was likely buried in the Etcher Family Cemetery in Loudoun County, Virginia and appeared, mistakenly, in the cemetery records named as Peter Etcher.⁸
     John Oatyer was also known as Johannes Oettgen.^4,5

John Oatyer was mentioned in the following event: Peter bought 67 acres in Loudoun County from George Lee 4 May 1798. Witnesses were Adam Caylor, John Etcher, Wm H Harding, and Wm Veale.⁹ The inventory and account of sales for John Oatyer of Loudoun County, 12 Jan 1801, reveals limited possessions but he must have worked with bees because of the six bee hives that were disposed of. Key names of several purchasers of his goods were Peter Atcher (his father, who was also administrator) and Ruth Etcher, who bought a bee swarm and two small books. Ruth was likely John's wife as one of his grandchildren was named "Ruth Ann Etcher". Ruth may have been a "Caylor" because of the naming of another grandchild "James Caylor Etcher" - there is no evidence of this.^10,11 "Peter Etcher" [John's father] was the administrator for the settlement of the estate of John Etcher 9 Sep 1805 in Loudoun County.⁷ He was named in the will of Peter Oatyar as his late son 23 February 1829 in Loudoun Co, Virginia.¹²

     Susanna Oatyer was born between 1774 and 1775 in Virginia.¹ She was the daughter of Peter Oatyar and Anna Maria "Mary" Becher. Susanna Oatyer married Adam Caylor, son of Jocab Kalor and Barbary [-?-], circa 1797.^2,3 Susanna Oatyer died likely between October 1850 and May 1860 (she did not appear in the 1860 census).
     Susanna Oatyer was named in the will of Peter Oatyar as his daughter and wife of (-?-) Caylor 23 February 1829 in Loudoun Co, Virginia.⁴ Susanna Oatyer appeared on the 1850 federal census of Fayette Co, Ohio, in the household of Jacob Wright, her son-in-law.¹

     Edith M Ogburn was born between 1893 and 1894 in Iowa.¹ She married Maurice Charles Price, son of Charles Price and Virginia McFarland, between 1918 and 1919.²

     Nora Oliver was born 24 January 1876 in Virginia.^1,2 She married James Edward Lyons between 1898 and 1899.¹ Nora Oliver died 25 November 1910 at age 34.² She was buried in Andrew Chapel Cemetery, Fairfax Co, Virginia.²
     Nora Oliver appeared on the 1910 federal census of Fairfax Co, Virginia, in the household of James Edward Lyons; all four of her children were alive in 1910.¹

     Willard Oliver was born 16 September 1898 in Virginia.^2,1,3 He was the son of Carrie Leona [-?-].¹ Willard Oliver and Mildred Irene Stoy obtained a marriage license 17 June 1926 in Washington, DC.⁴ Willard Oliver died 27 May 1991 at age 92 (last residence was McLean, Fairfax County, Virginia).² He was buried in Andrew Chapel Cemetery, Fairfax Co, Virginia.⁵
     Willard Oliver registered for the World War I Selective Service Draft 12 September 1918 in Fairfax Co, Virginia, where he lived in Vienna and worked as a mechanic for the Harper Overland Company on Connecticut Avenue, Washington DC. He named his mother, Carrie Leona Oliver, as nearest relative. He was of medium height, slender build, had blue eyes and light brown hair.¹ He appeared on the 1930 federal census of Fairfax Co, Virginia, in the household of John Kenyon Berry, his brother-in-law; he worked as a mechanic at an auto repair shop.³ An item in The Washington Post stated: "Mrs Willard Oliver entertained the members of the Andrew Chapel Society Wednesday evening."⁶

Willard Oliver was mentioned in the following event: Mrs John Berry hosted a shower in honor of Miss Sarah Day whose father, Faust Day, had announced her engagement to Dr Mark K Poole.⁷ His Social Security Number was 578-01-4888, issued before 1951 in Washington, DC.² He was mentioned in the obituary of Mildred Irene Stoy 4 November 1981.⁸

He worked in Ashland as a teacher and journalist and in Medford at Bear Creek Corporation. An enthusiastic supporter of Ashland High School sports, he was active in the booster club and read the half-time sports report at Grizzly football games for several seasons. He also had been avidly involved in martial arts at both the Ashland YMCA and Ashland Champion Karate, where he attained the level of black belt. He was an animal lover and long-time vegetarian.
Before moving to Thailand in 2001, Sean was a member of the South Mountain Friends Meeting and a number of political organizations, including the Pacific Green Party for which he was instrumental in getting the Ashland chapter started. Sean spearheaded the appearance in Ashland of Winona La Duke prior to the 2000 presidential election.
He is survived by his mother Doris, for whom he was a caregiver; a brother, Michael Parlaman, of Chattanooga, Tenn; and several nieces. . . ."²

     Nancy E Peacock was born 30 March 1833.¹ She married Thomas W Muse, son of Thomas Muse and Polly [-?-], 31 July 1851 in Seldon's Island, Maryland.^2,3 Nancy E Peacock died 15 September 1910 at age 77.¹ She was buried in Ashburn Presbyterian Church Cemetery, Ashburn, Loudoun Co, Virginia.¹
